You can already move overlay up and down with the arrows inside the placement tab, just make sure the overlay is selected in the list.
Sorry I don't mean moving the overlay on map, I mean move the overlay X on top or bottom of overlay Y in the overlay list

Ah, layering order for overlays. Right. Yeah that'll be a feature I'll work on soon.

Suggestion for "Overlays" list:
- New button to jump to that position (since I'm doing multiple projects)
- New buttons to move overlay up and down
