I have not added a new library in a couple of years. When I just did one, it came in as a script instead of a library.

I used the Import scripts feature.

I thought it would detect the presence of the ==UserLibrary== header and classify it as a library, but it did not.

I do not see a way in the Admin panel to switch mark it as a library.

So, just to verify:

If I want to use the same name, I need to do the following:

1. Delete the script
2. Wait the week for it to permanently delete
3. Use the Post a new script while being sure to set the Script Type to Library

Is that correct?
