Because it's main purpose is to disable single-key "/" quick search Firefox shortcut.
In Firefox you can completely disable shortcuts override per page by right clicking on page, selecting "View Page Info", then "Permissions" tab and here toggle "Override Keyboard Shortcuts" option.
