1. 处理chrome下缩放比例滚动失效问题
2. chrome下开启 speed 调整弹窗提示

   • 增加滚动开关提示
   • edge(Chromium)使用 requestAnimationFrame 进行滚动

   • chrome 缩放比例<100% 失效滚动

3. 备注: 目前chrome缩放<50%后依旧会出现无法滚动
