Tiberium Alliances Extension : Strategical Territory Simulator

Support for 16.2 server-patch-update : Pass

This script allows you to simulate :
* Basemovements;
* Base removal(s);
* Create/remove ruines for own/other alliancemember(s);
* Increase playerbase level(s);
* Reset plans.

Known bugs:
Plan moving foreign bases next to own (your) ruin should not be allowed
Plan moving onto a hub terminal depends on yourself having a satellite code
